I agree keep Wachner Place, the clock is visible for quite a distance and is a great wind break in that area. I like many others was also unaware of it being a memorial to the contribution of the Wachner Family's contribution to Invercargill.
I love that the mayor is very fast at saying “I’ve gone there and no one uses it” but raves about the successful advertised street food night.
So what was the last event that was actually organised and held at Wachner Place?
The upkeep of the area does not help with anything and maybe a reason that there’s not many using it over the last few months is the fact that it’s been winter and right next to a construction project.
I’ve said it a 100 times, lack of upkeep has made it tired, it needs a good spruce up . Just like the council .

Simple solution
Ask the council events team to plan events there and forget about opening it up to buses or westerly winds
Freshen the area up and leave it as it is.
